Internet Explorer has been a
staple feature of the Windows series of operating systems, beginning with
Windows 95 and NT 4.0; Microsoft has included it in every OS release since, and
because of competition from rival Netscape, the browser has continued to evolve
and actually become more than what it was originally. Microsoft now
classifies it as an Operating System Component, and as such is no longer
supported as a standalone product. You can find current information about
Internet Explorer by following the Microsoft link above. For now, if
running Windows 98SE or Windows 98 Gold, you may
obtain version 6.0 SP1 directly from Microsoft.
You may obtain earlier versions of Internet Explorer from
http://browsers.evolt.org/?ie/
click the 32Bit link for the versions that work on Windows 95 or
later.
And here's an article by Joe Maddalone about running multiple versions of
Internet Explorer on the same OS:

(NOTE 1: This is an outdated
article, but the procedure apparently still works)
(NOTE 2: You must update your core OS to use Internet Explorer 6.0
then unzip the older browsers' archive to a folder of your choice)
